Guiding the
fight against homelessness
Calgary Homeless Foundation (CHF) is a purpose-driven organization that allocates resources to frontline agencies in Calgary’s homeless-serving system of care.
We work in alignment with governments and collaboratively with service providers and our community partners. We help translate complex system needs into coordinated, efficient ground-level action that maximizes the impact of every resource and creates lasting pathways out of homelessness.

Our purpose
We guide the fight against homelessness. We are uniquely positioned within the system of care to observe the many complicating factors that affect those faced with or experiencing homelessness.
Our broad line of sight gives us a deep understanding of the cause-and-effect dynamics of homelessness. This insight, delivered as an arm’s length advisor, enables us to inspire governments, service providers and our community to undertake a shared responsibility to maximize our collective impact in the fight against homelessness. Each day, our teams:

Our story
Calgary Homeless Foundation was established in 1998 by visionary community leaders who passionately believed that every Calgarian could not only have a home but thrive in their home. By embracing a spirit of partnership across governments, service providers and community leaders, considerable progress was achieved. Today, we continue to guide the fight against homelessness, synchronizing the efforts of governments, agencies, and communities to create an integrated system of care.
About our founder
Art Smith founded Calgary Homeless Foundation with a vision of partnering with governments to combat homelessness. His belief in taking action to help others laid the foundation for our coordinated approach to addressing homelessness in Calgary.
When an economic boom left many without housing, Art Smith mobilized support by literally driving colleagues through the city to see the reality of homelessness firsthand. This hands-on approach to understanding and addressing complex social issues remains central to our work today.

Our ambitions
By 2025, we will be recognized as the guide on how governments, service providers, and community leaders can best leverage their combined resources and programs in a unified fight against homelessness.

the reconciliation necessary to break down barriers by giving, receiving, listening, and reaching out in love.

Executive leadership team
Our executive leadership team oversees and manages Calgary Homeless Foundation on a day-to-day basis, leveraging their combined experience across the non-profit, business, and government sectors to serve people experiencing homelessness.

Patricia Jones
President and CEO
Patricia Jones leads Calgary Homeless Foundation (CHF) with a clear and unwavering purpose: to guide the fight against homelessness through strategic funding, data-driven insights, and collaborative leadership. Under her direction, CHF allocates resources for maximum impact and outcomes, leveraging one of Canada’s most comprehensive homelessness data systems to match individuals with the right housing and supports at the right time.

Patricia’s leadership is deeply rooted in collaboration. She works across all four levels of government—municipal, provincial, federal, and Indigenous—and has partnered for over a decade with the University of Calgary’s School of Public Policy. This enduring partnership fuels applied research and data innovation, transforming Calgary’s Homeless-Serving System of Care into a model of evidence-based, coordinated response.
As a convener and connector, Patricia ensures that CHF remains a platform for collective action. She actively partners with and welcomes all who are committed to fighting homelessness—community agencies, shelter providers, Indigenous allies, people with lived experience, and Calgarians who believe that everyone deserves a home and the supports they need to thrive.

Bodil (Bo) Masterson
Vice President, Stakeholder Engagement
Bo Masterson has worked across the globe with a strong track record in stakeholder engagement, strategic communications, and organizational leadership. Internationally, Bo designed and built child protection programs with Indigenous refugees from Myanmar, spearheaded the provincial expansion of programs in Southern Thailand and South Sudan, and led the government and stakeholder relations for new organizational initiatives in various countries. More recently, in Calgary she has led the Women’s Centre of Calgary through key times of transition, increasing partnerships and collaboration to enhance strategic impact, and build towards a sustainable future.

As Vice President of Stakeholder Engagement, Bo plays a pivotal role in building and nurturing relationships that drive collaboration, trust, and long-term value across diverse stakeholder groups. Known for a thoughtful and inclusive approach, she is committed to fostering transparent dialogue and meaningful partnerships that support sustainable growth and innovation. With a passion for connecting people and ideas, she continues to champion engagement strategies that make a lasting impact.

Jessica Cope Williams
Vice President, Community Impact
Jessica Cope Williams’ journey in the helping profession began as a teenager volunteering on a youth crisis line in her hometown of Calgary. On this foundation, Jessica has built a career that puts human connection at the heart of transformation.

In 2024, Jessica joined the Calgary Homeless Foundation to champion system-level collaboration that strengthens and amplifies the work of agency partners on the front lines of homelessness. Her leadership is rooted in the belief that meaningful change happens when we create spaces where partners feel seen, valued, and motivated to shape solutions together. At CHF, she brings a spirit of optimism and excellence to the fight against homelessness—championing cross-sector partnerships, learning by doing, and fostering a culture of shared accountability.
Jessica has a Bachelor’s degree in Social Work and a Master’s degree in Leadership. Prior to CHF, Jessica spent nearly two decades with Kindred Connections Society, where she began as a practicum student and ultimately served as CEO. Years of walking alongside vulnerable families have shaped her conviction that systems should bend toward people’s needs, not ask people to bend to the system.
Jessica’s seen firsthand that solving complex problems depends on relationships that invite honesty, spark creative thinking, and make space for people to wrestle with complexity together. The best ideas often emerge not from individual brilliance, but from the friction of working things through, side by side.

Owen Wright
Interim Co-Vice President, Finance & Operations
Owen is a purpose-driven leader with over 20 years of experience in project management, change leadership, and strategic operations. He has a proven ability to navigate complex challenges, build strong cross-functional partnerships, and align teams toward common goals. Owen’s leadership fosters trust, accountability, and a shared sense of purpose within his teams.

Jenessa Blanchet
Interim Co-Vice President, Finance & Operations
With a CPA, CMA designation, and currently finalizing her designation as a Certified Leadership Coach, Jenessa translates over 25 years of experience in finance and operations into a dedication to drive positive change and support purpose-driven initiatives through strategic leadership and innovative solutions. Beginning her career on the west coast with Lafarge North America she later transitioned through the oil and gas and hospitality industries in Controller roles, overseeing finance, business planning, systems, and human resources.

Additionally, Jenessa served for three years as the Board Chair of Big Hill Haven, which provides emergency shelter, outreach, and education for those experiencing or impacted by domestic violence in Cochrane, Alberta, and surrounding areas, during which time, she played a key role in leading the development of their new strategic plan, expanding shelter space and obtaining annual operational funding through the Province of Alberta. Joining Calgary Homeless Foundation as Controller in 2021 and later moving into the role of Director, Finance and Operations, Jenessa is passionate about culture and operational storytelling and imbeds a commitment to our purpose in her leadership and operational oversight.
